Scott will cut unnecessary delays and support smart, well-planned development near transit and jobs, while preserving the character of our neighborhoods, so teachers, first responders, and seniors can continue to call San José home.

• Cut red tape and costly permitting delays by streamlining approvals and holding the City accountable to clear timelines, reducing construction costs that get passed on to renters and homeowners.

• Build housing near transit and jobs by prioritizing smart and responsible growth along major transit corridors and light rail to reduce costs, ease traffic, and protect the character of our neighborhoods.

• Protect existing affordable housing by investing in the rehabilitation of aging apartments and preventing the displacement of current residents.

• Preserve and protect neighborhood character while growing responsibly by ensuring new development includes infrastructure, parking, and community benefits that support long-term affordability.

Scott will deliver lasting, compassionate solutions to homelessness through strong partnerships that improve effectiveness and efficiency. Scott will ensure our shelter system helps people move toward independence by strengthening coordination with Santa Clara County and demanding accountability from nonprofits receiving public dollars.

• Expand pathways off the streets and into housing by prioritizing programs that have a clear focus on moving people quickly from the street into safe, stable housing.

• Strengthen coordination with Santa Clara County and the State of California to align housing, behavioral health, and social services, reducing duplication and gaps in care.

• Hold nonprofits accountable for results and measurable outcomes, to ensure your tax dollars are being used responsibly and are delivering real results.

• Improve system efficiency to reduce spending and improve the coordination of services, remove duplication, so that people receive the right help at the right time.

Scott will prioritize our neighborhoods, parks, and libraries. Scott will increase police staffing for faster emergency response, because our residents deserve a safe city. Through data-driven decisions and community-centered action, we can create a San José that’s cleaner, healthier, and more vibrant for everyone.

• Increase SJPD police staffing and its visibility to improve emergency response times and strengthen neighborhood-level public safety.

• Partner with communities and local organizations to support neighborhood cleanups, public safety efforts, and long-term quality-of-life improvements.

• Utilize technology, coupled with community input, to produce measurable outcomes to deploy resources where they are most needed, improving cleanliness, safety, and accountability.

• Keep neighborhoods, parks, and libraries clean and well-maintained by investing in regular maintenance, graffiti removal, and combating illegal dumping.
