Scott’s Plan for a Safer, Cleaner, More Vibrant San José.
Public Safety: Smarter, Stronger, Safer.
San José deserves safety that works for everyone. Scott’s plan fully staffs police and fire, upgrades technology, and builds trust through modern tools and transparency. From ALPRs to real-time traffic data, he’ll use innovation to prevent crime while expanding mental health response teams like TRUST and youth programs that stop violence before it starts. Safe neighborhoods begin with prevention, partnership, and accountability.
My approach to public safety includes:
Fully Staffing Our Emergency Responders: San José continues to face staffing shortages in both police and fire services. He will continue to invest in recruiting quality police officers. And we must ensure that San José has a well-trained and well-resourced police and fire department that can respond quickly and effectively. Scott will advocate for competitive staffing levels, modern training, and technology that improve response times
Expanding Alternatives to Traditional Law Enforcement: Not every call requires an officer. Scott supports growing programs like SJPD’s Crisis Intervention Team and TRUST (Trusted Response Urgent Support Team), which specialize in mental health and non-armed crisis response models that can de-escalate situations and reduce strain on law enforcement.
Building Safe, Welcoming Neighborhoods: Clean, well-lit streets, welcoming and vibrant parks, and engaged communities all contribute to public safety. Scott will champion investments in infrastructure, blight removal, and neighborhood services that foster pride and deter crime.
Invest in Crime Prevention and Youth Opportunity
We strengthen safety by preventing crime before it starts. As a former youth coach, Scott understands the investment in youth services and mentorship programs, job training, after-school programming, and violence prevention initiatives that provide opportunity and stability.
Safety is not just about policing—it’s about prevention, partnership, and accountability. Together, we can build a San José where everyone feels secure, supported, and seen. By focusing on prevention, accountability, increasing community trust, and fostering relationships, together we can build a safer, stronger, and more resilient San José for all.
Homelessness: Compassion with Accountability.
Scott believes ending homelessness means action, not excuses. He’ll expand interim and supportive housing, strengthen partnerships with the County, and enforce San José’s Code of Conduct for encampments to keep public spaces safe and clean. Prevention is key, tackling root causes with rental assistance, job training, and mental health care so no one slips through the cracks. Dignity, safety, and real results — that’s the goal.
As your City Councilmember, Scott will prioritize a comprehensive strategy to end homelessness by focusing on:
Expanding Housing with Services
We must accelerate the development of deeply affordable and supportive housing—solutions that pair shelter with mental health care, addiction recovery, and job training. Interim housing with wraparound services is a proven step toward stability and independence.Strengthening the City's Responsibility to Shelter
Every person deserves a safe place to sleep. Scott supports strengthening San José’s “responsibility to shelter” approach, which ensures the City offers meaningful alternatives to encampments while balancing compassion with public health and safety.Coordinating Regional Solutions
Homelessness doesn’t stop at city limits. Scott will push for stronger coordination with the County, our neighboring cities, and service providers to align resources, close service gaps, and scale up what works.Preventing Homelessness Before It Starts
We must stop the cycle of displacement. That means investing in the three P’s: Production, Preservation, and Prevention. This type of framework will address the city’s homeless crisis by preventing the problem before it occurs, increasing the overall supply, and preserving our existing affordable housing options.
San José has the resources, the talent, and the heart to meet this moment. With urgency, accountability, and compassion, we can create a city where everyone has a place to call home.
Neighborhoods: Clean, Safe & Full of Life.
Every neighborhood should shine. Scott will prioritize clean parks, quick graffiti cleanup, and safe, walkable streets. He’ll back small businesses, cut red tape, and revitalize corridors like Bascom, Camden, and Union Avenue. By improving lighting, landscaping, and public art and hosting more community events, Scott will help every neighborhood feel welcoming and proud.
My priorities include:
Clean Streets and Parks
Scott will fight for more responsive illegal dumping cleanup, improved graffiti removal, and expanded litter abatement programs. Our parks and public spaces should be safe, accessible, and inviting for families, seniors, and children alike.Community-Centered Public Safety
Safe neighborhoods start with strong relationships. Scott will work to ensure reliable police and fire services, invest in prevention strategies, and support community policing models that foster trust and accountability.Vibrant Small Business Corridors
Local businesses are the heart of our neighborhoods. Scott will champion investments in storefront improvements, sidewalk beautification, and permitting reforms to help our business districts thrive and stay walkable and welcoming.Infrastructure That Works
Scott will prioritize basic services that residents depend on. Infrastructure maintenance must be responsive and address the needs of each neighborhood.
Clean, safe, and vibrant neighborhoods aren’t just a vision—they’re a promise. With the right leadership, we can deliver real improvements that enhance the quality of life across every part of San José.
Housing: Building Affordability for All.
Housing shouldn’t be out of reach. Scott’s plan accelerates construction, cuts bureaucratic delays, and encourages diverse housing from duplexes to senior homes near transit and jobs. He’ll collaborate with regional partners to boost affordable housing supply and ensure San José remains livable for working families, teachers, and seniors alike.
As your City Councilmember, Scott will champion a bold, balanced approach to housing that includes:
Accelerating the Production of Housing
We must build more homes that working families, teachers, nurses, and essential workers can actually afford. Scott will push to streamline approvals, reduce bureaucratic delays, and prioritize funding for truly affordable housing across the city.Encouraging a Mix of Housing Types
From townhomes and duplexes to senior housing and mixed-use developments, San José needs a diverse range of housing options that reflect the needs of our community. Scott supports thoughtful infill development that adds density where appropriate, along transit corridors, while respecting the neighborhood character.Preserving and Protecting Existing Housing
Stability is key. Scott will advocate for the preservation of naturally affordable housing to prevent displacement and keep families rooted in their communities.Partnering with Local and Regional Stakeholders
No one city can solve the housing crisis alone. Scott will work with regional partners, nonprofits, and developers to leverage resources, share best practices, and bring more housing opportunities to San José.
Housing is a basic need and a building block of a strong city. With smart policy, real investment, and community-driven planning, we can create a San José where everyone—regardless of income—has a place to call home.
Economic Development: Building a Strong, Resilient Economy.
San José’s strength has always come from the people who build, create, and innovate here. Scott believes in an economy that empowers every resident, where local businesses thrive, opportunity is within reach for all, and our city leads the way in building a sustainable, inclusive future. Together, we can make San José a place where hard work is rewarded and prosperity is shared.
Lift Up Local Businesses: Scott will work to build a city that champions neighborhood entrepreneurs and helps small businesses grow into the backbone of our economy.
Lead in Innovation: Scott knows we need to position San José as the hub for clean-tech, green energy, and advanced industries that power the future.
Invest in People: Scott will leverage our city programs and collaborate with community partners to expand career pathways and job training so every resident can gain the skills to succeed in a changing economy.
Ignite San José’s Economic Engine by empowering local businesses, Scott understands we need to attract cutting-edge industry, and ensure that our city remains innovative and the Capital of Silicon Valley.
